At all levels of government across all Canadian provinces, the government has available incentives and rebates for home energy upgrades. Governmental motivation in incentivising homeowners to upgrade is simple: energy efficiency benefits everyone—homeowners, the economy, and the environment.
Home energy upgrades lower household utility bills, ease strain on the power grid, and cut greenhouse gas emissions, helping Canada move toward its climate goals. At the same time, they stimulate the economy by creating jobs in clean energy and skilled trades.
Ontario: Home Renovation Savings Program
Allows Ontario homeowners to save up to 30% on a variety of home energy improvement upgrades, including new windows, doors, insulation, smart thermostats, heat pumps and rooftop solar panels.

This initiative is one part of a $10.9 billion investment in energy efficiency that the Ford Government released in January, 2025 to help families and businesses save money.
Federal Programs
Federally, there are also a number of programs available – through the Government of Canada and Natural Resources Canada.
Canada: Greener Homes Loan
The loan can help you finance (interest-free) up to $40,000 in eligible retrofits that are recommended by an energy advisor and that have not yet been started.
Natural Resources Canada: Oil to Heat Pump Availability Program
Provides homeowners at or below the median household income who currently heating their home using heating oil with grants of up to $10,000 to switch from oil heating to energy-efficient electric heat pump systems.
Municipal Programs
Some municipalities are also supporting their residents to upgrade to improve their energy efficiency (topping up what the Federal and Provincial governments are offering).
Toronto: Home Energy Loan Program (HELP)
Toronto homeowners (of detached, semi-detached and row houses) can borrow up to $125,000 to cover the cost of home energy improvements.
Guelph: Greener Homes Program
Loan program (all income levels eligible) includes a 10-year payback term on up to $50,000 toward energy efficient retrofits.
Grant program (for low-income households) for up to $15,000 toward the purchase and installation of an air-source heat pump.
Kingston: Better Homes
Offers up to $40,000 in loans at zero per cent interest for energy-efficient upgrades, including 30% upfront to pay contractors.
Ottawa: Better Homes
Low-interest (4.33%) loans up to $125,000 to cover the cost of home energy improvements.
